The United States is the world’s police, or the world’s dictator?

Suggesting the US is the “world police” implies they enforce international laws. In fact the US refuses to listen to / participate in the International Criminal Court (ICC). The US also ignores the UN. The US leads the world in UN vetos including vetoing such bills as the nuclear test ban. The chooses which international laws it will follow and which others must follow while completely ignoring them themselves. The US forces its will on the world no matter what the consensus is. Is that the behavior or law enforcement, or a dictator?
