Psalm 130: 3-4, Lord if you kept a record of our sins, who could ever survive?

Doe's God keep a record of sins? Do we keep a record of sins against someone else? Does any religion keep a record of sins? I know of one that keeps records of sins and other records of the persons performance in the congregation. Is this just for any records to be kept on a person by a church?
