Lying to the police during an investigation.Is it a crime?

If two people jointly own a property and one of them changes the locks in order to keep the other party out and also calls the police when the other party tries to get in and then tells the police that the other party moved out and is not on the property title and as a result of these lies and a lack of willingness on the part of the police to investigate, the person is arrested and charged with mischief. Did the person that changed the locks and lied to the police commit a crime.
